2008 Four Winns Horizon 200 throttle trouble

my dad just bought a 2008 Four Winns Horizon 200, and now he's scratching his head over the throttle. You know, the standard one with the kill switch tether.

He's trying to figure out why the lever won't slide out so he can rev the motor without it kicking into gear.

He says the little button in the middle feels like it's depressing enough, but the lever itself just won't budge.

I really want to help him. I wonder if these things just get sticky over time, or if we missed something obvious.

Any ideas? I really want the boat to make him less stressed, not give him more stress
 
That button can definitely get sticky with age. Have you tried spraying silicone lube around the base?
Hmm, you know, we haven't actually tried silicone lube yet. We've mostly just been trying to force it gently, which clearly isn't working, haha. I definitely would try this, thanks!
my friend also told me to try disconnecting the throttle cable right where it hooks up to the engine. is this true? any thoughts about this?
