I have a Horizon 180 with a Volvo Penta 4.3GL engine. I have a fuel issue: My fuel pump voltage with key in ON position reads 0 and about 9 VDC when cranking. The boat had operated for 45 minutes no problem a week prior. I started engine normally, but failed to settle down to 1200 RPM normal idle within 20 sec as normal, then stalled out. No fuel getting to carburetor. If I drip fuel into the carb throat the engine fires, so I have ruled out ignition as the issue. Is 0 VDC to fuel pump in ON position normal, or the cause of the problem?
